Three things, nearly always. The steps go first, because stringers hold water at every cut. Then the ledger connection where the deck meets the house, which is the failure that actually hurts people. Then the posts at grade. Surface boards look bad long before any of that, which is why homeowners often call about the boards and find out the framing is the real job. We look underneath before quoting.
A deck does not have to stop at a rectangle of boards. We have built decks over prepared ground cover, front porches with composite decking and white railing, timber carports over paver pads, and screened rooms off the back of the house. If a deck is step one toward a covered outdoor space, say so at the estimate and we can frame it now for what comes later.
